RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.
Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.
Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.
As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The initial assessment validation ensures your RTO's assessments comply with the training package requirements.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.
What are the Two Types of Assessment Validation?
Decoding Assessment Validation
As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.
Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
This piece will highlight assessment tool validation.
How Assessment Tool Validation is Conducted
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
Timing of Assessment Tool Validation
The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.
You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- resources are updated by you
- adding new training products on scope
- course is reviewed by you against training product updates
- learning resources are identified by you as a risk during your risk assessment
ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.
What Training Products Need Validation?
Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.
What You Need for Assessment Tool Validation
Study Resources
Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item exist. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Validation Team
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
In total, your validation panel must have:
Vocational competencies and current industry skills that relate to the unit being validated
Current knowledge and skills related to vocational teaching and learning
One of these training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or its updated version
Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool aids both the validation process and documentation. It simplifies seeing how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it serves as documented proof that you have validated your resources before student use.
While ASQA does not recommend or require a specific template for assessment tool validation, numerous templates are available online. These tools generally require validators to examine the tools as a whole to see if they meet the principles of assessment.

While templates of this kind simplify validation, they can introduce judgment errors due to a lack of space for comments on each assessment item.

As mentioned in our blog post Common Problems In Assessment Tools, you need to ensure that your assessment tools allow trainers to follow assessment principles and evidence rules.
Assessment Basic Principles
Fairness – Does the assessment process provide equal opportunity and access to everyone?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment yield the same results each time, no matter who conducts the training? Will different assessors make consistent decisions on skill competence?
Key Rules of Evidence
Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Do the assessment tools reflect current units of competency and modern industry practices?
Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:
Live Up to Your Words
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
nappy change
prepare bottles, bottle-feed babies, and clean equipment
solid food prep and feeding babies
respond properly to infant signs and cues
prepare babies for sleep and settle them
monitor and support physical exploration and gross motor skills appropriate for the age
Having students explain the process of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.
All or No Competence
Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Clarify Further
Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What kinds of information can click here be included in a work package?
Possible answers could include:
Needed resources
Relevant expenses
Time required for activities
Specified roles and responsibilities
If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the workplace and select the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – isolation of work area, engineering, PPE
Work area and ground conditions – elimination, isolation, engineering controls
People – isolation, use of engineering controls, administrative controls
Structural hazards – substituting, isolation, engineering
Chemical hazards – isolation, engineering controls, administrative controls
Equipment or machinery – isolating, engineering, administration
Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
Seeing these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees mean you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s wiser to take a safe and compliant approach.
